Councils that lose members due to connectivity or churn get stuck in a state where work cannot proceed because other council members await the return of a member that will never come back. We need to re-advertise the need for a council member role after a timeout of non-attendance. This same pattern needs to be applied to the same scenario with Team formation when teams lose membership coherence.
